Tornado Victim?

Is this sign a tornado victim? Or did I miss the memo on the new red octagon shaped street sign? Do I need to come to a complete stop when I see this “pots” sign? Or should I just calmly reminisce about the many “pots” I’ve cooked in? Hmmm…..
